New York considering workaround to help developers continue work on offshore wind pipeline

The State of New York is considering ways to enable developers to continue to progress work on offshore windfarms affected by action by the Trump administration
On 10 February 2026, the New York State Energy Research and Development Authority (NYSERDA) issued a request for information (RfI) to acquire external stakeholder feedback that will help New York State “consider the value, benefits, and risks of funding offshore wind predevelopment activities.”
The state wants to explore whether new or modified approaches to offshore wind procurement could help support a steady and sustainable pipeline of new projects capable of advancing toward future offtake and construction.
One potential concept under consideration is state funding or other support of the predevelopment activities of offshore wind projects. “Such an approach could potentially help projects advance in a timelier manner and reduce risks at the time of future offtake, both of which ultimately contribute to lower costs for ratepayers,” said NYSERDA.
In particular, the RfI seeks input on how New York might enable developers to continue investing responsibly in lease areas to advance project development during what NYSEDRA described as “a period of federal uncertainty,” so that projects are well positioned to move forward efficiently when federal conditions become more favourable.
Feedback will inform how the state can appropriately support the offshore wind industry in this period, including the structure of potential interventions and the conditions under which such efforts would deliver the greatest public value to ratepayers. Responses to the RFI are due on 10 March 2026.
